550 "not permitted to relay"

Greetings all--

NW 6.5 running a GroupWise 6.5.7 system in a Windows network environment.

When some folks outside our organization try to send email to us, they
get a message similar to the following (I've edited the names):

550-(mailgate.[outsideaddress].com) [outsideaddress IP address] is
currently not permitted to
550-relay through this server. Perhaps you have not logged into the pop/imap
550-server in the last 30 minutes or do not have SMTP Authentication
turned on
550 in your email client.

I don't know what kind of email system they have, but why would they be
trying to use us as a relay, just to send email to us? We have relaying
turned off except for a handful of exceptions. I've tested sending and
receiving from an outside account, and it works fine, so I don't think
our GWIA is at fault.

Since some of these folks are very high on the foodchain, is there
anything I can do at my end to try to get these emails to pass through
the system?

Thanks in advance for any replies.

AXIOM I : ALL mail SENT to any MAIL server ANYWHERE in the Internet is
considered a relay and discarded.
AXIOM II: Remember there are proxies, firewalls, and other mail servers
between you.

Start with this radical concept. Savor it. Accept it. EMail cannot be
delivered.

Now, we'll add TWO EXCEPTIONS to AXIOM I:

Exception I: Mail will be relayed if the server is an open relay (bad) or
there is an exception whitelist by IP Address or address that applies

Exception II: Mail will be accepted if the server "services" these internet
domains. (for example groveparkinn.com)

AXIOM II might be more relevant though. That error message is NOT generated
by GWIA.
