If one were to shutdown the MTA agent, would clients still be able to
access their mailbox in order to read mail? I know that delivery of mail
would stop through GWIA, Web Access, etc. Just need to know if this is a
viable method to prevent the sending of mail, appointments, etc., but
still be able to read their mailbox messages. TIA.

Yes. The POA cares very little.

It's a terrible thing to do for any real period of time of course.

And between POs if any are attached to that domain, or teh mail routing
goes through that domain..

Any mail going to a user inside the PO will still be delivered.
